Excerpts from Plan Commission Minutes of September 1,2011: <br /> Cal. No. 11-3 3 Petition of GRACE UNITED METHODIST <br /> CHURCH, to amend the PD Planned Development <br /> located at 901 NORTH MAIN STREET. <br /> Mrs. Stewart presented the recommendation of staff: <br /> On December 3, 2009 the City Plan Commission voted 9-0 to approve the rezoning from R-6 <br /> and 0-1 District to PD Planned Development District. The petition was approved by City <br /> Council by a 7-0 vote on December 21, 2009. <br /> The petitioner proposed to construct a lighted sign with an electronic message unit. The <br /> maximum height of the sign was to be 17 feet. The maximum area of the sign was to be 90 <br /> square feet with 30square feet allowed for the Electronic Message Unit. The petitioner was <br /> required to provide ten (10) evergreen shrubs around the base of the sign. To date the sign has <br /> been erected. <br /> The church also planned to relocate the economy shop to the southwest corner of West King and <br /> North Main Streets from its current location on North Water Street. <br /> Other future plans the church had was a parking lot expansion to occur along the north side of <br /> the campus. <br /> A garage was to be constructed to house their church vans, outdoor maintenance equipment as <br /> well as general storage, most of which are currently housed offsite. Possible locations for the <br /> garage included west of the proposed economy shop, west of the west parking lot and just south <br /> of the two parking lots located on West King Street. <br /> On May 6, 2010 the City Plan Commission voted 7-0 to approve the PD Planned Development <br /> District Amendment. The petition was approved by City Council by a 6-0 vote on May 17, <br /> 2010. <br /> At this time the petitioner proposed to amend their PD Planned Development District in order to <br /> replace their existing lighting with new light fixtures in the parking lot. <br /> The Zoning Ordinance allowed the site to be rezoned to PD without a site plan but no <br /> development could occur until a plan had been approved by the City Council. <br /> To date the petitioner proposes to amend their PD Planned Development District once again to <br /> allow for the construction of a garage, additional signage and to approve the actual PD plan. <br /> The proposed garage will be 32 feet by 48 feet (32' x 48') and will be 50 feet from the south <br /> property line and 12 feet from the west property line. <br /> The signage being proposed is as follows: <br /> a. Direction Sign Panel 1: Double sided non-illuminated directional sign. The sign <br /> will be 28 inches by 36 inches. The overall height shall not exceed three (3) feet. <br /> b. Direction Sign Panel 2: Single sided non-illuminated directional sign. The sign <br /> will be 36 inches by 48 inches. The overall height shall not exceed four(4) feet. <br /> c. Direction Sign Panel 3: Double sided non-illuminated directional sign. The sign <br /> will be 28 inches by 36 inches. The overall height shall not exceed three (3) feet. <br />
