The Benzene concentration in the on-site soil controls the maximum modeled <br /> distance for potential groundwater contamination. The Benzene concentration models a distance <br /> of 461.8 feet before reducing to a level that will meet the applicable Illinois Environmental <br /> Protection Agency's(Illinois EPA)water quality standards. An ordinance prohibiting the potable <br /> use of the groundwater within the modeled extent of contamination is necessary to eliminate the <br /> potential for human exposure. The City of Decatur has adopted this type of ordinance in the past <br /> for numerous projects of this nature. <br /> It is important to note that the groundwater at the site does not contain Benzene above the Illinois <br /> EPA groundwater remediation objective for Class I groundwater. Since only one monitoring well <br /> was installed on the site,the direction of groundwater flow has not been determined. Therefore, <br /> the proposed area for the ordinance covers the neighboring properties within the modeled <br /> distance in all directions. <br /> Fifty-nine properties as well as city owned right-of-ways will be affected by the proposed <br /> ordinance. They are identified in both the"Notification List"and Attachment"A" enclosed with <br /> this letter, Figure 1 provides the modeled extent of groundwater contamination,Figure 2 depicts <br /> the proposed groundwater ordinance area.
