DEVELOPMENT SERVICES MEMORANDUM
No. 11-30
June 15, 2011
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Suzan M. Stickle, Senior Planner
Joselyn A. Stewart, Transportation Planner
SUBJECT: Amendment of a Planned Development District (PD) located at 2225 South Mt.
Zion Road
SUMMARY RECOMMENDATION: Staff recommends approval of the PD Planned
Development Amendments with the following conditions: a.) Final site, landscaping and lighting
plans shall be submitted to and approved by the Department of Planning and Building Services,
Public Works Department and the Fire Department prior to building permits being released; b.)
Landscaping Plan: The previously approved American Arborvitae must be replaced by a
comparable tree in overall size at maturity; and c.) Landscaping Plan: All shrubs must meet a
minimum installation size of 24" in height or spread at time of installation. The City Plan
Commission voted 6-0 to recommend approval of this petition at the June 2, 2011 meeting; the
minutes of the meeting are attached.
BACKGROUND: On June 3, 2010 the petition of Grand Oaks Estates, LLC was tabled by Plan
Commission by a 7-0 vote so that the petitioner could meet and discuss a few unresolved issues
with the neighbors.
On July 1, 2010 the City Plan Commission voted 6-0 to approve the rezoning from R-1 Single
Family Residence District to PD Planned Development District. The petition was approved by
City Council by a 7-0 vote on July 19, 2010.
The petitioner proposes to amend their PD on Lot One (1) for a medical facility and Lot Three
(3) for ten (10) additional beds for future use in the Memory Care Facility.
It has been proposed that the Memory Care Unit (MCU) Facility will be built in two (2) phases
with the Phase I structure being 20,630 square feet with 20 units and Phase 11's Gross Building
Area being 34,008 square feet which will hold another 20 units bringing the total number of units
to 40. The previous MCU building that was proposed to be built was to be 25,000 square feet.
The proposed Medical Facility Office Building is to be 8,400 square feet an increase of 3,400
square feet from the previously proposed building with a future addition of 4,000 square feet.
The parking lot configuration has also changed for Lots One (1) and Three (3) but they still meet
the City's parking requirements and will be contained on the site.
