ORDINANCE NO. 2011-38 ORDINANCE AUTHORIZING CONSUMPTION OF ALCOHOLIC LIQUOR ON PUBLIC RIGHT-OF-WAY LAKESIDE MUSIC AND ARTS FESTIVAL WHEREAS, Lakeside Music and Arts Festival, a community festival, will be held in Nelson Park and on Public Right-of-Way on Saturday, July 2 through Monday, July 4, 2011; and, WHEREAS, it is the intention of Lakeside Music and Arts Festival to offer beer and wine beverages for sale to its patrons for consumption at the Festival; and, WHEREAS, such consumption of alcoholic liquor on public rights-of-way requires the express approval of the City Council; and, WHEREAS, the Council finds that it would be in the best interest of Lakeside Music and Arts Festival and of the City of Decatur that such consumption of alcoholic liquor as described be permitted for said limited time period. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That on the days listed herein, and only on such days, between the hours listed opposite each, beer and wine may be consumed at, in or on those portions of public right-of-way described in Section 2 hereof, said days and hours being particularly described as follows: Saturday, July 2, 2011 11:00 A.M. to 10:00 P.M. Sunday, July 3, 2011 11:00 A.M. to 10:00 P.M. Monday, July 4, 2011 6:00 P.M. to 10:00 P.M. Section 2. That those portions of public right-of-way at, in, or on which beer and wine coolers may be consumed, on the days and during the hours listed in Section 1 hereof, are described as follows: Nelson Park Large Pavilion and Parking Lots Lake Shore Drive from Three-Way Stop Intersection to Route 36 Overpass
