c. Construction or installation activities which have been approved by the Illinois <br /> Department of Transportation, Division of Water Resources, Permits 2 through <br /> 13, and/or the U.S. Army Corps of Engineers, Permit 404, provided the <br /> accumulated effect of construction does not increase the base flood; <br /> d. Gardening, plowing, tilling the soil and similar practices that do not involve <br /> filling, grading, or construction of levees; <br /> e. Construction, installation of wood utility poles by a public entity or utility, traffic <br /> signs or similar traffic control devices by a unit of local government; or, <br /> f. Construction, maintenance or replacement of sidewalks, driveways, solidly <br /> anchored play ground equipment or the creation of public open space, athletic <br /> fields, trails for hiking, walking or biking and similar uses, provided no structures <br /> or buildings are erected, no fences built and all activities take place at existing <br /> grade which involves no placement of fill, no alteration of the drainage and no <br /> changes in any watercourse. <br /> G. FEMA: Federal Emergency Management Agency <br /> H. FLOOD: A general and temporary condition of partial or complete inundation of <br /> normally dry land areas from the overflow, the unusual and rapid accumulation, or the runoff of <br /> surface waters from any source. <br /> I. FLOOD FRINGE: That portion of the floodplain outside of the regulatory floodway. <br /> J. FLOOD INSURANCE RATE MAP: A map prepared by the Federal Emergency <br /> Management Agency that depicts the floodplain or special flood hazard area (SFHA) within a <br /> community. This map includes insurance rate zones and may or may not depict floodways and <br /> show base flood elevations. <br /> K. FLOOD INSURANCE STUDY: An examination, evaluation and determination of flood <br /> hazards and, if appropriate, corresponding water surface elevations. <br />
