DEVELOPMENT SERVICES MEMORANDUM
No. 11-11
February 16, 2011
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Greg C. Crowe, Assistant City Manager
Suzan M. Stickle, Senior Planner
Joselyn A. Stewart, Transportation Planner
SUBJECT: Alleyway vacation located in the 900 Block of East Eldorado and East North
Street
SUMMARY RECOMMENDATION: Staff recommends approval of the vacation petition as
submitted. The City Plan Commission voted 6-0 to recommend approval of this petition at the
February 3, 2011 meeting; the minutes of the meeting are attached.
BACKGROUND: The petitioner is requesting to vacate the Alleyway located in the 900 Block
of East Eldorado Street and East North Street.
The property owner at 930 East North Street has been sent a letter by the petitioner regarding the
vacation. The certified letter went unclaimed. The petitioner owns all other adjacent properties.
Letters were sent to AmerenlP, Comcast Communications, and AT&T notifying the utility
companies of the vacation request and no objections to the proposed vacation have been
expressed. An easement will be reserved for utility access.
Because the first appraisal did not exceed $2,000.00 and there is only one (1) licensed
commercial appraiser in the City of Decatur, only one (1) appraisal was conducted on the
property. The proposed vacated property has an estimated market value of$750.00 which will
be paid to the City.
POTENTIAL OBJECTION: There were no known objectors at the Plan Commission
Meeting.
INPUT FROM OTHER SOURCES: The vacation petition has been reviewed by the City's
Technical Review Committee; Planning, Engineering and Fire have approved the petition.
STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A. Stewart at
424-2782 or at jstewart ,decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
