(Bonestroo) has prepared this letter on behalf of One Hour Cleaners, formerly <br /> 1133 W. Grand Ave., Decatur,Illinois(the Site)to request a groundwater ordinance for an area. <br /> surrounding the Site. Based on our recent telephone conversations, the City of Decatur is <br /> familiar with the type of ordinance required by the Illinois Environmental Protection Agency to <br /> limit human exposure to potentially contaminated groundwater. We provide the following <br /> information to allow you to adopt the required ordinance for an area as described below. <br /> Site Badcground i <br /> One-Hour Cleaners operated a dry-cleaning facility located at the Site until 2001. Between June <br /> 2000 and June 2010, site investigation activities were conducted through numerous mobilizations <br /> to the Site to define the extent of contamination at the Site and characterized the site geology <br /> and hydrogeology. In June 2010, the building was demolished to allow for unencumbered access <br /> to complete site investigation and necessary remedial action.On June-28, 2010, an excavation <br /> was conducted to remove impacted soils from the rear of former 1133 W. Grand building. <br /> Based on the cumulative results of all site investigation activities and post-remedial soil sampling, <br /> the extent of contamination exceeding applicable exposure routes has been identified. The <br /> following conclusions and recommendations were made related to groundwater in the area of the <br /> Site. <br /> i <br /> • Illinois EPA approved modeling conducted predicts that all contaminants of concern will <br /> achieve compliance with Tier 1 Remediation Objectives for Class I groundwater a <br /> maximum of 101 feet from their sources. Bonestroo recommends that an area-specific <br /> groundwater ordinance be obtained for the area, In cooperation with the City of <br /> restrict exposure to potentially contaminated groundwater. <br /> A copy of the Remedial Action Completion Report, completed by Bonestroo, dated September <br /> 2010,which documents the activities above, is attached per your request. <br /> I <br /> l <br />
