DEVELOPMENT SERVICES MEMORANDUM <br /> Memo No. 10-69 <br /> August 11, 2010 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Greg C. Crowe, Assistant City Manager <br /> Suzan M. Stickle, Senior Planner <br /> SUBJECT: Annexation of the premises commonly known as 1894 Commonwealth Avenue, <br /> SUMMARY RECOMMENDATION: Staff recommends that the attached annexation petition be <br /> approved. Staff is of the opinion that the proposed annexation would produce a logical extension of the <br /> corporate limits. <br /> BACKGROUND: A valid petition seeking voluntary annexation of the subject premises has been filed <br /> with the City Clerk's Office. Containing approximately 0.6 acres, the property is developed with a single <br /> family residence. The property is surrounded by properties zoned R-1, Single Family Residence District <br /> to the North, East and West; property to the South is in the County. When annexed, the area will come <br /> into the city as R-1, Single Family Residence District. The following information is relevant to the area <br /> in question: <br /> 1. The parcel is currently developed with a single family residence. <br /> 2. City water is available at Commonwealth Avenue. <br /> 3. Sanitary sewer is available. <br /> 4. The average fire response time from the Decatur Fire Department is four (4) minutes and forty- <br /> five(45) seconds. <br /> 5. Commonwealth Avenue is constructed of asphalt and maintained by the City of Decatur. <br /> Because Commonwealth Avenue is already a City Street due to prior annexations, the annexation <br /> of 1894 Commonwealth Avenue does not increase infrastructure maintenance or rehabilitation <br /> obligations. <br /> POTENTIAL OBJECTION: N/A. <br /> INPUT FROM OTHER SOURCES: The annexation plat has been reviewed and approved by <br /> Municipal Services, Engineering, Fire, Legal, Finance,the Macon County Health Department. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 424-2786 or at <br /> sstickle@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: Additional annual revenue of approximately $708.04 would <br /> become available from the combined total real estate ($356.06) motor fuel ($162.91) and state income <br /> taxes($189.07). <br />
