Crowe,Assistant City Manager <br /> Suzan M. Stickle, Senior Planner <br /> Joselyn A. Stewart, Transportation Planner <br /> SUBJECT: Grand Oaks Estates Addition- Access Easement located in the 2200 Block of South <br /> Mt. Zion Road <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the access easement. The <br /> City Plan Commission voted 6-0 to recommend approval of this petition at the July 1, 2010 meeting; <br /> the minutes of the meeting are attached. <br /> BACKGROUND: The subject site has a single family residential structure and shed. <br /> The proposed Preliminary Minor Plat of Grand Oaks Estates Addition was reviewed and approved by <br /> Engineering, Fire and Planning for the access easement. The owner proposes to subdivide the <br /> property into four (4) lots in which three (3) of the lots will not have frontage or direct access to a <br /> public street. According to the Zoning Ordinance each lot shall have frontage on, direct access to, a <br /> public street or way that is improved to City standards, unless the Council shall otherwise direct, by <br /> approval of a subdivision plat so showing submitted, heard and considered in the manner provided in <br /> the subdivision Regulations for the City. <br /> The petitioner considered two options for this "L" shaped parcel. Their options were to either have <br /> one (1) lot with access to IL Route 121 or develop the site as shown with Ingress/Egress Easements <br /> to Lots 2, 3, and 4. The developer has chosen to develop the parcel as shown due to independent <br /> ownership potential for each facility and certain fmancing requirements for the various uses. <br /> The petitioner proposes to subdivide the property into four (4) lots. Access to proposed Lots Two <br /> (2), Three (3) and Four (4) of Grand Oaks Estates Addition will be from a private road along the <br /> north side of the proposed subdivision through a shared access easement. There will be no direct <br /> access to IL Route 121 for Lots Two(2), Three(3) and Four(4). <br /> Common ingress/egress and utility easements are being platted to provide full access to the building <br /> sites. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Commission Meeting. <br /> INPUT FROM OTHER SOURCES: The access easement has been reviewed by the City's <br /> Technical Review Committee; Planning, Engineering and Fire have approved the access easement. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A.
