STAFF REPORT <br /> Decatur City Plan Commission <br /> COMMON NAME: Grand Oaks Estates Addition—Access Easement located in the 2200 <br /> Block of South Mount Zion Road <br /> GENERAL INFORMATION <br /> Hearing Date June 3, 2010 <br /> Calendar No. 10-12 <br /> Property Location Grand Oaks Estates Addition—Access Easement located in the 2200 <br /> Block of South Mount Zion Road <br /> Requested Action Access Easement <br /> Petitioner Grand Oaks Estates, LLC <br /> Representative Blank, Wesselink, Cook and Associates, Inc., BWC <br /> BACKGROUND <br /> 1. The subject site has a single family residential structure and shed. <br /> 2. The proposed Preliminary Minor Plat of Grand Oaks Estates Addition was reviewed and <br /> approved by Engineering, Fire and Planning for the access easement. The owner proposes to <br /> subdivide the property into four (4) lots in which three (3) of the lots will not have frontage <br /> or direct access to a public street. According to the Zoning Ordinance each lot shall have <br /> frontage on, direct access to, a public street or way that is improved to City standards, unless <br /> the Council shall otherwise direct, by approval of a subdivision plat so showing submitted, <br /> heard and considered in the manner provided in the subdivision Regulations for the City. <br /> 3. The petitioner considered two options for this "L" shaped parcel. Their options were to <br /> either have one (1) lot with access to IL Route 121 or develop the site as shown with <br /> Ingress/Egress Easements to Lots 2, 3, and 4. The developer has chosen to develop the <br /> parcel as shown due to independent ownership potential for each facility and certain <br /> financing requirements for the various uses. <br /> PROJECT DESCRIPTION <br /> 4. The petitioner proposes to subdivide the property into four (4) lots. Access to proposed Lots <br /> Two (2), Three (3) and Four (4) of Grand Oaks Estates Addition will be from a private road <br /> along the north side of the proposed subdivision through a shared access easement. There <br /> will be no direct access to IL Route 121 for Lots Two (2), Three (3) and Four(4). <br /> 5. Common ingress/egress and utility easements are being platted to provide full access to the <br /> building sites. <br />
