relocating from another location on Route 121 and is not expected to generate much
new traffic to Route 121.
3) General concerns of aesthetics of the area being degraded from the addition of a 3
story development without adequately provided landscaping. In the original plan the
petitioner was exceeding the required landscaping points. In the newly proposed plan
the petitioner has added additional landscaping in the area surrounding the memory
care facility, the stormwater detention area and the south buffer yard between the 3-
story supportive living facility, the bank and Mr. Casey's property. In that buffer
yard, the original plan included 31 Norway Spruce Trees (planting height of 6 feet
and mature height of 30 feet) and 114 Spirea and 114 Buffalo Juniper Shrubs. The
new plan includes 78 Arborvitae Evergreen Trees (planting height of 12 feet and
mature height of 30 feet) and 66 Austrian Pine Trees (planting height of 10 feet and
mature height of 50 feet). So, the new plan has converted shrubs in the buffer yard to
additional evergreen trees that are taller when planted and at maturity. This should
help to alleviate some of the sight concerns from the 3 story supportive living facility.
The City's Comprehensive Plan shows the highest and best land use for this property as Retail
which could equate out to the City's B-2 Commercial Zoning District. If this property was
rezoned to a B-2 Commercial District a property owner would be allowed to construct a 3-story
structure without providing any buffer yard landscaping. Currently, the Zoning Ordinance does
not require a buffer yard with landscaping adjacent to properties in the County. With the
development of the Wal-Mart Shopping Center to the North and the Southeast Plaza
development to the East over the last 20 years additional commercial development along Route
121 appears to be a logical extension of this commercial area. The proposed development which
includes a commercial (bank facility) development fronting Route 121 is in harmony with the
Comprehensive Plan and past development in this area.
POTENTIAL OBJECTION: There were several objectors at the Plan Commission Meeting.
INPUT FROM OTHER SOURCES: The rezoning has been reviewed by the City's Technical
Review Committee; Planning, Engineering and Fire have approved the rezoning.
STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A. Stewart at
424-2782 or at jstewart(a?decaturil.g_o_v.
BUDGET/TIME IMPLICATIONS: None.
