2225 South Mt. Zion Road
June 3, 2010
g. Integration. The proposed development will be developed in accordance with an overall
design plan.
h. Adequacy of parking facilities. All of the parking meets the City's parking requirements and
will be contained on the site.
2. The North access to the property will be from the Wal-Mart site by an access easement that runs
along the east side of the Rainstorm carwash property. The East access will be from IL Route
121/South Mt. Zion Road. The property owner is requesting an access easement for proposed
Lots Two (2), Three (3), and Four (4) because there will be no direct access to a public right-of-
way from these lots. The petitioner proposes to construct a private road along the north side of
the development for access to these three (3) lots. There will also be joint property striping
modifications at the stop signs located at the West end of Aldi Drive to help with vehicular
movement.
3. Adequate landscaping is proposed for the frontage and parking as well as buffer yards along the
west and south sides of the development.
4. Three (3) monument style signs have been proposed for the development to be located in front of
each development. The maximum area of the signs will be twenty (20) square feet and the
maximum height will be five (5) feet. The main sign for the development will be placed along
IL Route 121 and will be set back five (5) from the property line. The sign will be a multi-tenant
sign with a maximum square area of 200 square feet and a maximum height of twenty (20) square
feet.
5. The building material of the fagade for the Memory Care Facility and Supportive Living Facility
will consist mainly of natural shades of Fiber Cement Siding (similar in look to wood finish
rather than vinyl) with accents of limestone at the entrances. The roof is a combination of hip
with some front gables.
6. The PD plan has been reviewed and approved by the City's Technical Review Committee,
Planning, Engineering and Fire.
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of the proposed PD Planned
Development petition with the following conditions:
a. Final site, landscaping and lighting plans shall be submitted to and approved by the
Department of Planning and Building Services, Public Works Department and the Fire
Department prior to building permits being released.
PLAN COMMISSION ACTION
1. Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold
a public hearing to review the Planned Development plan and report its findings concerning the
effect on the comprehensive plan and compliance with the standards of review to the City
Council. A motion to forward Calendar Number 10-10 to the City Council with a
recommendation for approval is suggested.
