Mr. Cochran stated they have met with u7 Engineering concerning the traffic flow and they feel the street mainly services the people going �. to the Regions Building. Ms. Elayna Sadorus asked if there are any utilities existing under the street. Mr. Cochran stated p an existing sanitary sewer and street light system which are protected by the easement. Mr. Mickler asked if the street is vacated, could Mr. Romano close the street. Mr. Cochran said that was correct,the only thing he cannot do is block the access to the Orlando. Mr. Mickler asked if the vacation of the street would be permanent. Mr. Cochran said yes. Mr. John asked if there was a mechanism that was considered to do exactly what Mr. Romano wants to do without vacating the street. Mr. Crowe stated you cannot restrict the use to one (1) or two (2) users. Traffic could be reduced to one (1) lane and angled parking could be put in but Mr. Romano wants control of the street which he feels is viable to his current tenants and potential tenants. Mr. Crowe said requests have been made to dedicate parking spots and the City is not able to do this as it would open up everyone asking for dedicated spots. Mr. Mickler said with all respect to the testimony, he understands that Mr. Romano is trying to improve things; he feels that it is short sighted to close this street forever. The street is used and Main and Wood are two (2) major downtown arteries and this would close one (1) southbound access point between them and he thinks it will create additional traffic congestion which may have as much an adverse affect on the downtown as not doing this. He is not in favor of this. Mr. Crowe stated he would like to add that staff took into consideration that other portions of State Street have been vacated. This vacation is a natural progression along State Street where portions of the street have been previously vacated where Busey Bank and the Barnes Garage are located. Ms. Sadorus asked what would happen if Mr. Romano paves over State Street and there is an issue with the sanitary sewer which requires the pavement to be dug up. Mrs. Mary Cave said the City would dig up the sewer, make repairs and repave the area. There were no objectors present. It was moved and seconded (Anderson/Peck) to forward Cal. No. 10-01 to the City Council with recommendation for approval as presented by staff. Motion carried 7 to 3 with Steve John, John Mickler and Matt Dial voting no.
