When said parking meters are not controlling parking as in this section provided, vehicles may be parked without inserting any coin in said meter, but the parking lines adjacent to said meters shall be adhered to in such parking in the same manner as is required during other times. 60. MONTHLY CHARGES. A. The monthly charge or rate for other than hourly parking in spaces designated for the same on uncovered levels of Garages B and C is Fifteen Dollars ($15.00) per month. B. The monthly charge or rate for other than hourly parking in spaces designated for the same on covered levels of Garages B and C is Twenty-five Dollars ($25.00) per month. C. The monthly charges do not apply to those covered under another agreement with the City of Decatur. 70. DOWNTOWN EMPLOYEE PARKING PERMITS. A. Each Downtown Employee shall, upon providing proof of employment in the Central Business District, defined as that area bounded on the north by the right-of-way line of Eldorado Street, on the west by the right-of-way line of Church Street, on the south by the right-of-way line of Wood Street, and on the east by the right-of-way line of Martin Luther King Jr. Drive, to the Finance Department of the City of Decatur, be eligible to receive a single, transferable "Downtown Employee Parking Permit " authorizing the vehicle described in the permit application only, to park in the Downtown Area, excluding the Customer Parking 'Lone, for a fee of Fifteen Dollars ($15.00) per month per vehicle, as follows: (i) From 6:00 A.M. through 4:00 P.M. Mondays through Fridays. (ii). Vehicles must display valid Downtown Employee Parking Permit. B. The Downtown Employee Parking area is C.
