recommends for approval in said <br /> opinion. In no event shall the prohibition required hereby extend for more than four(4) months. <br /> SEC'T'ION 19. EMERGENCY BUILDING OR DEMOLITION PERMITS. The provisions of <br /> this Chapter shall not prohibit the Building Inspections Manager Superintendent ^f Bu ldi*g <br /> Dations from issuing building or demolition permits if the same are deemed necessary by <br /> said officer for the public health, safety or welfare. <br /> CHAPTER 34. SECTION 2. TRAFFIC AND PARKING COMMISSION. There is hereby <br /> created a Traffic and Parking Commission consisting of nine members of which five such <br /> members shall be citizen members to serve without compensation and the remaining members <br /> shall be employees or officers of the City one from the Public Works Department, one from the <br /> Fire Department, one from the Police Department, and one from the Planning and Building <br /> Services Department Eeenefnie and Urban Development Depai4men . The five citizen members <br /> shall serve for a term of three years, and shall be appointed by the Mayor with the approval of <br /> the City Council. The other four members, being representatives of the departments and <br /> divisions of the City aforesaid, shall be designated by the City Manager by appointment in <br /> writing communicated to said Commission, which appointment shall designate the respective <br /> representative and an alternate for each such representative. Each citizen member of the <br /> Commission shall have one vote and each City representative shall have one vote, cast either by <br /> the representative or his alternate, in conducting the business of said Commission. <br /> CHAPTER 35. SECTION 7. ASSIGNING PROPER NUMBERS. The Assistant City <br /> Manager for Development Services Planning and Building Services Department Dir-ee*^r of t <br /> Econemie and Urban Development Depaftment-, or his or her designee, is hereby authorized to <br /> assign to each and every building, and lot, its proper number in accordance with the preceding <br /> sections, and to deliver to each occupant or owner thereof, free of charge, a certificate <br /> designating the number or numbers so assigned. <br /> CHAPTER 41. SECTION 12 (B 2). The application for permit that includes a scaled <br /> drawing showing the location of any tables, chairs or other furniture, or of any object or <br /> structure whatsoever to be used in conjunction with such sale and service of food, shall be <br /> approved by the Public Works Department and the Planning and Building Services <br /> Department De YuA, eni Eeenefnie and T «1a De el , ent <br /> CHAPTER 41.1 SECTION 21. VARIANCES. A. Request for Variance. A utility <br /> requesting a variance from one or more of the provisions of this Chapter must do so in <br /> writing to the Public Works Director Dire too of Engineering & Tnrr *..ue as a part of <br /> the permit application. The request shall identify each provision of this Chapter from which <br /> a variance is requested and the reasons why a variance should be granted. <br /> CHAPTER 44. SECTION 6. CODE OFFICIAL. The Chief of the Fire Department is <br /> hereby designated the code official and reference to such official herein or in said Code, shall <br /> be the same as if said officer was expressly referred to. Whenever reference is made in said <br /> Code to the Department of Building Inspections or similar reference, such shall be taken to <br /> mean and shall be construed to refer to the Inspections Division of the Planning and Building <br /> Services Department Ec,,..emiv and Urban Development De .�.,a, en <br />
