Grand Avenue <br /> Decatur, Illinois 62524 <br /> LUST Incident 42007-0878 <br /> Mr. Newell: <br /> On behalf of harper Oil Company. Ketchum & Eves, Inc. (KEI) is submitting a request for a City of <br /> Decatur groundwater use restriction ordinance. The ordinance will provide the site owner with an <br /> institutional control which allows for closure of Leaking- Under-round Storage"Tank(LUST) Incident <br /> C. <br /> 42007-0878, in accordance with Illinois Environmental Protection Agency (IEPA) LUST Program <br /> protocol. KEI is requesting the ordinance to include all properties within a 200' distance of the subject <br /> Harper Oil site. The 200' distance will adequately govern the subject LUST plume,which is contained to <br /> within 50' of the I larper property, <br /> On I 1/24,f()9, KEI performed a site walk through and did not observe any evidence of private wells within <br /> 200' of the LUST site. Further KEI delivered a well survey requests to all surrounding properties within <br /> the 200' distance, and received no well confinnations. Lastly,KEI researched the Illinois State Geological <br /> C� <br /> Survey records on their web-site at www.isgs.illinois.edu and found no well listings within 500' of the site. <br /> KH has attached pertinent,records for your review, to include the following: property ownership record; <br /> site UST records; site le-al description- site maps,to include groundwater flow direction map,site photo; <br /> I i C� <br /> soil and groundwater analytical summary tables-,groundwater elevation data,and a copy of the KEI well <br /> survey.
