901 North Main Street
December 3,2009
locations for the garage include west of the proposed economy shop, west of the west parking lot
and just south of the two parking lots located on West King Street.
STAFF ANALYSIS
1. The petitioner wants to improve their campus as well as this particular area of the community by
providing a safe and secure site that will attract people to participate in church ministries and
events.
2. Staff believes that the proposed development is compatible with the surrounding area and will
have a positive impact on the neighborhood. The church has been at this location for a number of
years and it has not appeared to have had an adverse effect on the neighborhood. The plan is
consistent with the comprehensive plan for commercial development. The existing streets are
adequate to carry the anticipated traffic of the development. The proposed utilities are adequate to
serve the development.
3. The PD Planned Development has been reviewed by the City's Technical Review Committee;
Planning, Engineering and Fire have approved the proposed rezoning.
4. The Zoning Ordinance allows the site to be rezoned without a site plan but no development may
occur until a plan has been approved by the City Council.
STAFF RECOMMENDATION
1. Staff recommends approval of the rezoning to PD Planned Development District with the
following condition:
a. Landscaping: Ten (10) evergreen shrubs will be required to be planted around the base of
the sign. The trees shall be two (2) feet in height at the time of planting.
b. A sign permit will be required before the sign can be erected.
c. Site, landscaping and lighting plans shall be submitted to the Plan Commission for public
hearing and approved by the City Council prior to any development.
PLAN COMMISSION ACTION
1. Section XIX. requires the Plan Commission to hold a public hearing to review a Planned
Development District, and then forward its report and recommendation to the City Council for
final approval. A motion to forward Calendar Number 09-53 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Joselyn A.
