Excerpts from Plan Commission Minutes of December 3,2009 <br /> Cal. No. 09-53 Petition of GRACE UNITED METHODIST <br /> CHURCH to rezone property located at 901 <br /> NORTH MAIN STREET from R-6 Multiple <br /> Dwelling District and 0-1 Office District to PD <br /> Planned Development District <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject site is located at 901 North Main Street and is currently developed as Grace United <br /> Methodist Church on approximately 5.44 acres. <br /> The petitioner proposes to rezone the parcels from R-6 Multiple Dwelling District and 0-1 <br /> Office District to PD, Planned Development District in order to construct a lighted sign with an <br /> electronic message unit. The maximum height of the sign will be seventeen (17) feet. The sign <br /> will have a maximum area of 90 square feet with 30 square feet allowed for the Electronic <br /> Message Unit. The petitioner will be required to provide ten (10) evergreen shrubs around the <br /> base of the sign. The petitioner is requesting the sign in order to promote church activities and <br /> ministries. <br /> The church plans to relocate the economy shop to the southwest corner of West King and North <br /> Main Streets from its current location on North Water Street. <br /> Parking lot expansion is projected to occur along the north side of the campus. <br /> The petitioner also wishes to construct a garage to house their church vans, outdoor maintenance <br /> equipment as well as general storage, most of which are currently housed offsite. Possible <br /> locations for the garage include west of the proposed economy shop, west of the west parking lot <br /> and just south of the two parking lots located on West King Street. <br /> The petitioner wants to improve their campus as well as this particular area of the community by <br /> providing a safe and secure site that will attract people to participate in church ministries and <br /> events. <br /> Staff believes that the proposed development is compatible with the surrounding area and will <br /> have a positive impact on the neighborhood. The church has been at this location for a number <br /> of years and it has not appeared to have had an adverse effect on the neighborhood. The plan is <br /> consistent with the comprehensive plan for commercial development. It is also consistent with <br /> the Urban Corridors Plan for Mixed Use and Mixed Use-Urban Redevelopment. The church <br /> maintaining its presence in the inner city will help with future redevelopment and stability. The <br /> existing streets are adequate to carry the anticipated traffic of the development. The proposed <br /> utilities are adequate to serve the development. <br /> The PD Planned Development has been reviewed by the City's Technical Review Committee; <br /> Planning, Engineering and Fire have approved the proposed rezoning. <br /> The Zoning Ordinance allows the site to be rezoned without a site plan but no development may <br /> occur until a plan has been approved by the City Council. <br />
