Section 2. That any unexpended balance of any item or items of any general <br /> appropriation made by this ordinance may be expended to make up any deficiency in any <br /> sum or sums so appropriated in the same general appropriation for the same general <br /> purpose in this ordinance. <br /> Section 3.
