EXTRACT of MINUTES of a regular public meeting of the Council of the City of Decatur, Macon County, Illinois, held at City Hall, One Gary K. Anderson Plaza, in said City at 5:30 p.m., on the 30th day of November, 2009. The Mayor, Mike McElroy, being physically present at said time and place, called the meeting to order and directed the City Clerk to call the roll. The following Councilmembers, all being physically present at said time and place, answered present: Adam M. Brown, Jerry J. Dawson, Larry W. Foster, Patrick S. Laegeler, Julie Moore-Wolfe, Dana M. Ray, and Mayor Michael T. McElroy. The following Councilmembers were allowed by a majority of the Councilmembers in accordance with and to the extent allowed by rules adopted by the Council to attend the meeting by video or audio conference: None. No Councilmember was not permitted to attend the meeting by video or audio conference. The following Councilmembers were absent and did not participate in the meeting in any manner or to any extent whatsoever: None. Various business of the City was conducted. The Council then discussed the development and redevelopment objectives of the City, the availability of certain federal payments, bondholder credits, and other available incentives under the American Recovery and Reinvestment Act of 2009 for areas designated as "recovery zones" under that Act, and the need for governmental assistance to promote development and redevelopment in said territory.
