EXTRACT of MINUTES of a regular public meeting of the Council <br /> of the City of Decatur, Macon County, Illinois, held at City Hall, <br /> One Gary K. Anderson Plaza, in said City at 5:30 p.m., on the <br /> 30th day of November, 2009. <br /> The Mayor, Mike McElroy, being physically present at said time and place, called the <br /> meeting to order and directed the City Clerk to call the roll. <br /> The following Councilmembers, all being physically present at said time and place, <br /> answered present: Adam M. Brown, Jerry J. Dawson, Larry W. Foster, Patrick S. Laegeler, Julie <br /> Moore-Wolfe, Dana M. Ray, and Mayor Michael T. McElroy. <br /> The following Councilmembers were allowed by a majority of the Councilmembers in <br /> accordance with and to the extent allowed by rules adopted by the Council to attend the meeting <br /> by video or audio conference: None. <br /> No Councilmember was not permitted to attend the meeting by video or audio <br /> conference. <br /> The following Councilmembers were absent and did not participate in the meeting in any <br /> manner or to any extent whatsoever: None. <br /> Various business of the City was conducted. <br /> The Council then discussed the development and redevelopment objectives of the City, <br /> the availability of certain federal payments, bondholder credits, and other available incentives <br /> under the American Recovery and Reinvestment Act of 2009 for areas designated as "recovery <br /> zones" under that Act, and the need for governmental assistance to promote development and <br /> redevelopment in said territory. <br /> The City Manager explained an ordinance which was before the Council and made <br /> available to any person requesting one in words and figures as follows: <br /> 2009-84 <br /> 2168284•KK• 12/1/09 <br />
