STATE OF ILLINOIS ) <br /> SS <br /> COUNTY OF MACON ) <br /> CERTIFICATION OF ORDINANCES AND MINUTES <br /> I, the undersigned, do hereby certify that I am the duly qualified and acting City Clerk of <br /> the City of Decatur, Macon County, Illinois (the "City"); and as such officer, I am the keeper of <br /> the journal of proceedings, books, records, minutes, and files of the City and of the Council (the <br /> "Council") thereof. <br /> I do further certify that the foregoing constitutes a full, true, and complete transcript of <br /> the minutes of the legally convened regular meeting of the Council held on the 30th day of <br /> November, 2009, insofar as same relates to the adoption of ordinances entitled: <br /> AN ORDINANCE designating the City of Decatur, Macon County, Illinois, a City- <br /> Wide Recovery Zone and accepting the Recovery Zone Bond Allocations from The County <br /> of Macon, Illinois. <br /> A true, correct, and complete copy of which said ordinance as adopted at said meeting appear in <br /> the foregoing transcript of the minutes of said meeting. <br /> I do further certify that the deliberations of the Council on the adoption of said ordinance <br /> were taken openly; that the votes on the adoption of said ordinance were taken openly; that said <br /> meeting was held at a specified time and place convenient to the public; that an agenda for said <br /> meeting was posted on a day not less than 72 hours prior to said meeting at the location where <br /> said meeting was held and at the principal office of the Council; that said agenda described or <br /> made specific reference to said ordinance; that a true, correct and complete copy of said agenda <br /> as so posted is attached hereto; that notice of said meeting was duly given to all newspapers, <br /> radio or television stations, and other news media requesting such notice; and that said meeting <br /> was called and held and said ordinance passed in strict accordance with the Open Meetings Act, <br /> as amended, and the Illinois Municipal Code, as amended, and the procedural rules of the <br /> Council. <br /> IN WITNESS WHEREOF, I have hereunto affixed my official signature and the seal of the <br /> City, this 1 S`day of December, 2009. <br /> City Cler <br /> [SEAL] <br /> [City Clerk to Attach Agenda] <br />
