Excerpts from Plan Commission Minutes of November 5,2009 continued: <br /> Mr. Shad Edwards asked Ms. Ashe to explain what the procedure would be for someone who <br /> wanted a small turbine at their residence. Ms. Ashe stated staff did a lot of research on wind <br /> systems through mock ordinances that the National Government has released. Decatur will be <br /> one (1) of four (4) cities in Illinois that has an ordinance if this is approved. The wind energy <br /> systems will only be allowed in back yards. If it were to fall no portion of it would be able to fall <br /> in neighboring properties. Thirty (30) decibels is the standard set for noise from the property <br /> line. Thirty(30) decibels is about normal conversation level. One hundred (100) feet is the limit <br /> for height in the residential areas. The foundation must be deep enough to withstand force winds <br /> of one hundred and ten (I 10) miles per hour. The color must be neutral and must not reflect <br /> light. All FAA regulations must be taken into consideration. <br /> Chairman Smith asked what the process would be for a citizen who is interested in putting a <br /> wind energy system in their back yard. Ms. Ashe said they would need to apply as they would <br /> any other permit. A structural engineer seal would be needed if the system would generate over <br /> 20 kilowatts. Civil engineer site plans will be required for all systems. <br /> Mr. Edwards asked if the wind systems such as Sam's Club sells would be able to be attached to <br /> a resident's roof. Ms. Ashe said yes and they would have to apply for a permit. <br /> Mr. Dave Anderson asked if the maximum allowed tower height included the blades. Ms. Ashe <br /> said yes. The definitions page has the definition for extended height which is the length of the <br /> tower plus the length of one blade. <br /> Mr. John asked if City staff has been approached by anyone wanting information on this. Ms. <br /> Ashe said a couple of people have called and are waiting for the ordinance to pass. <br /> There were no objectors present. <br /> It was moved and seconded (Edwards/Anderson) to forward Cal. No. 09-52 to the City Council <br /> with recommendation for approval as presented by staff. Motion carried unanimously. <br />
