Excerpts from Plan Commission Minutes of July 2,2009 continued:
Mr. Mickler asked what landscape points were. Ms. Ashe stated the points are a calculation the
Planning Division uses when a site plan is presented. The number of points to be met are based
on the frontage and parking the site will have.
Mr. Steve John asked what brought on the change to the Ordinance. Mr. Crowe stated currently
there is a separate definition for scrap storage centers. The current definition of a recycling
center did not eliminate scrap storage as a possibility. Staff felt a separate definition should be
closer to what a recycling center should be. He hopes this change will open up the possibility of
recycling centers to locate around town easier than the requirements for a scrap processing yard.
Mr. Edwards asked if the Ordinance change would allow recycling centers to include the
recycling of electronic materials such as computers since they were not listed in the change. Mr.
Crowe said it could be an allowable material. The definition of recycling centers includes
examples of some recyclable materials but does not eliminate other materials. The sites will be
temporarily storing items to be shipped for future use.
There were no objectors present.
It was moved and seconded (Edwards/Jackson) to forward Cal. No. 09-31 to the City Council
with recommendation for approval as presented by staff. Motion carried unanimously.
