McElroy and City Council <br /> FROM: Ryan McCrady, City Manager Y '' <br /> Greg Crowe,Assistant City Manag �— <br /> Randy Johner,Building Inspections Manage <br /> SUBJECT: City Code Chapter 67 & 67.2 <br /> RECOMMENDATIONS: The Building Inspection Division of Economic and Urban <br /> Development would like to recommend adoption of the 2006 International Residential <br /> Building Code as our model code for residential construction. Deletions and alterations <br /> are noted in the attached document"Chapter 67.2 Residential Building Code." In <br /> addition, we are attaching a copy of"Chapter 67 Building Code" with some minor <br /> revisions. <br /> BACKGROUND: All other International Codes in use by the City are the 2006 <br /> versions, therefore this adoption would bring the residential code in alignment with <br /> others. This code has always lagged behind others because it includes provisions for <br /> construction methods used all across the U.S. and therefore must be evaluated and altered <br /> to match methods used here in the Midwest. When surveying other communities, it was <br /> discovered that some are still using 2003 version while others have adopted the 2006; <br /> therefore we are not so far behind as far as it relates to our region. <br /> POTENTIAL OBJECTIONS: In the context of this code change, we are <br /> recommending a fee increase from $30 to $50 for permits to renovate interiors and we are <br /> also recommending a"permit continuance fee"that could be charged for requests to <br /> extend the time normally allowed for a building permit (usually 6 months). Both fees are <br /> common to those charged by other communities surveyed in our area. Because of this <br /> survey and the minimal cost of a permit compared to the overall cost of most construction <br /> projects, we don't feel these increases to be out-of-line. <br /> I would like to take this opportunity to make Council aware that the 2009 version of this <br /> code (not printed yet)will include the requirement that all new single family homes be <br /> equipped with a fire sprinkler system. Even when adopted, this will not go into effect <br /> until 2011, but it could be a controversial issue due to the added cost. We are monitoring <br /> other communities in our region and will not recommend adoption of the 2009 code until <br /> others follow suit. <br />
