ADDITIONS AND <br /> Chapter 5—OFFICIAL TIME <br /> 1. TIME. Central Standard Time shall be the official time within the City <br /> for the transaction of all City business; except that from two o'clock 2:00 A.M., <br /> on the last Stinday of April second (2nd) Sunday of March of each year, official <br /> time for the City shall be advanced one hour and at two o'clock (2:00) A.M. of on <br /> the first (1St) Sunday of November of each year, by the <br /> retarding of one hour, official time shall be returned to Central Standard Time; and <br /> all proceedings of the Council and all business of the City shall be regulated <br /> thereby; and when by ordinance, resolution, or action of any City officer or body, <br /> an act must be performed at or within a prescribed time, it shall be performed <br /> according to such official time. <br /> Chapter 6. CITY COUNCIL <br /> 5. ORDER OF BUSINESS. The following shall be the Order of <br /> Business for the regular meetings of the Council: <br /> (a) Call to Order <br /> (b) Roll Call <br /> (c) Minutes of Previous Meetings <br /> (d) Unfinished Business <br /> (e) New Business <br /> (f) Appearance of Citizens <br /> (g) Other Business <br /> (4)(h) Adjournment <br /> The order of business may be changed or varied upon the vote of a <br /> majority of the Councilmen present. <br /> Chapter 7. Officers and Employees Generally <br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have <br /> the power to appoint and remove at will the Deputy City Manager- Assistant City <br /> Managers, all directors of departments, all deputy and assistant department <br /> directors, fire marshals, battalion chiefs, police personnel above the rank of <br />
