9h r
COUNCIL COMMUNICATION
V4V DECATUR FIRE DEPARTMENT
go 11-05
November 18, 2011
TO: Honorable Mayor Michael T. McElroy
City Council Members
FROM: Ryan P. McCrady, City Manager
Matthew J. Sekosky, Fire Chief
Ron Neufeld, Finance Director
RE: Purchase Residential Key Boxes
SUMMARY RECOMMENDATION: The Fire Department seeks to purchase 200
residential Rapid Entry Systems (key boxes) from GE Security. The key boxes would be
purchased through the FEMA Fire Prevention Grant recently awarded to the Decatur Fire
Department. We are asking City Council to allow us to request funds from the FEMA grant in
order to purchase the key boxes.
BACKGROUND: The Decatur Fire Department submitted a grant application to FEMA for
the FY10 Fire Prevention Grant in the program area of Fire Prevention and Education. The grant
has been approved. FEMA will provide 80% of the total cost and the Foreign Fire Insurance
Board will provide the remaining 20%.
Residential Rapid Entry Systems, commonly known as key boxes, are placed on houses of
residents to allow emergency personnel to enter residences in case of emergency if and when the
injured party is not able to let us in. This prevents property damage of the residence and
expedites our ability to initiate life-saving care.
POTENTIAL OBJECTION: None
STAFF REFERENCE: A. Lyle Meador, Fire Marshal (217) 424-2811
Matthew Sekosky, Fire Chief(424-2811)
BUDGET/TIME IMPLICATIONS: Purchasing the key boxes will be through the
FEMA Assistance to Firefighters Grant. The total amount of the request is $5,775.00.
