COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#11-35
November 14, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing SupervisorA
SUBJECT: Bids for Thermal Imaging Camera
SUMMARY RECOMMENDATION: Staff recommends awarding contract to AEC Fire &
Safety to furnish a MSA Evolution 5800 Series thermal imaging camera and universal truck
mounted charger.
BACKGROUND: This equipment will be used by the Fire Department. Federal law requires
the Fire Department to have a crew of firefighters designated as a Rapid Intervention Team
anytime they enter a burning structure. Currently, the last fire company arriving at the scene of a
structure fire is the designated RIT company. The RIT company needs to have tools to perform
emergency rescue of any trapped firefighters. The tools consist of thermal imaging cameras, RIT
packs, saws, and other tools deemed necessary.
The Fire Department currently has several of this model camera in use. The new camera will
replace a 13 year old camera currently in use. Funding for the camera will be through the
Assistance to Firefighter Grant(AFG) Program.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: The Fire Department requested the cameras and
recommends approval of bid.
STAFF REFERENCE: Matt Sekosky, Fire Chief, 424-2811. Jeff Abbott, Deputy Fire Chief,
424-2811. Matt will be at the council meeting to answer any questions the council may have
about this purchase.
BUDGET: $7916 from an 80/20 share program from the Firefighters Grant Program and the
General Fund.
