Perry, Purchasing Supervisol�-P <br /> SUBJECT: Defibrillator Bids <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Physio-Control, <br /> Inc. for three (3) Lifepak 1000 defibrillators. <br /> BACKGROUND: The defibrillators will be used by the Fire Department. They will replace <br /> existing units that are currently in use. One of the existing units is thirteen years old and the other <br /> two defibrillators are 6.5 years old. <br /> The low bid submitted by Vital Education does not meet City of Decatur specifications in several <br /> areas. The screen size is important when using a defibrillator in the field. The screen on the <br /> Phillips unit is 2.5 times smaller than requested. The smaller screen will be challenging to read. <br /> The battery life indicator on the Phillips unit is not what the Fire Department requested. The <br /> Phillips unit does not show the battery capacity when the unit is turned off, nor does it alert the <br /> operator to a low battery condition. The Phillips unit uses 150 Joule setting. The Fire <br /> Department specified a 200, 300, and 360 Joule shocking sequence. This is a difference in <br /> biphasic technology that exists in the industry. <br /> The bid of Physio-Control for the Lifepak 1000 meets City of Decatur specifications. In <br /> addition, the Fire Department currently has other Lifepak 1000 units, so all personnel would be <br /> able to use the defibrillator on any rig with equal proficiency. The defibrillator pads on the units <br /> will be interchangeable and the units will be serviced at the same time by the same tech <br /> representative under one service contract. <br /> Funding for the defibrillators will be through the Assistance to Firefighter Grant (AFG) Program. <br /> POTENTIAL OBJECTION: None <br />
