RESOLUTION NO. R2011-171 <br /> RESOLUTION REGARDING HALLOWEEN <br /> WHEREAS, the Council recognizes that the Halloween activity commonly <br /> known as trick or treat is one of long standing tradition in the community; and, <br /> WHEREAS, the Council also recognizes that past experience has shown that there <br /> can be risks attendant thereon particularly to children; and, <br /> WHEREAS, the Council has been made aware of many organized activities and <br /> events being made available in the community as substitutes to be engaged in on <br /> Halloween in lieu of trick or treat; and, <br /> WHEREAS, the Council is reluctant to address such risks by totally prohibiting <br /> trick or treat, believing instead that if proper care, caution and supervision are exercised <br /> said risks can be greatly reduced and curtailed. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br /> OF DECATUR, ILLINOIS: <br /> Section 1. That the Council does hereby urge those children and those <br /> responsible for them and their safety who choose to engage in the trick or treat activity <br /> that said activity be confined to the evening of October 31st between the hours of 6:00 <br /> o'clock P.M. and 8:00 o'clock P.M., and that such be done so as to accord with the <br /> suggestions and practices set out on the list thereof attached hereto. <br /> PRESENTED and ADOPTED this 17th day o October, 2011. <br /> r <br /> ae c lro , May6r7-,-.,-, <br /> ATri EST: <br /> Celeste F.
