Marley, P.E., Public Works Director <br /> SUBJECT: Purchase of Street Lights for the City's Downtown Streetscape and Open <br /> Space Enhancement Program <br /> City Project 2011-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the purchase of pedestrian street light poles and <br /> luminaires to be installed as part of the Water Street Streetscape project. The Resolution <br /> authorizes the expenditure of$167,075.95 to purchase 60 pedestrian street light poles and <br /> luminaires along with 1 lighted bollard and 5 unlit bollards to match the pedestrian street lights. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of prior Council actions related to the downtown streetscape. <br /> BACKGROUND: <br /> Pedestrian Street Light Pricing Agreement <br /> In conjunction with the reconstruction of the 300 block of North Water Street in 2008, proposals <br /> were sought from street light manufacturers to provide ornamental street light fixtures for <br /> downtown streetscape improvements. Three vendors provided proposals. Sternberg Lighting of <br /> Roselle, Illinois, provided the most competitive pricing and was the only vender able to meet the <br /> City's desired appearance for both poles and luminaires. <br /> In order to assure stable pricing for that project and proposed future streetscape work, the City <br /> entered into a 10 year pricing agreement with Sternberg. The pricing agreement was tied to the <br /> Producer Price Index published by the U.S. Department of Labor and the current market price for <br /> aluminum. <br /> Downtown Streetscape and Open Space Enhancement <br /> The first phase of the Water Street Streetscape project which includes the 300 and 400 blocks of <br /> North Water Street along with the 200 block of East North Street is well underway. In June, the <br /> City Council authorized the purchase of 40 pedestrian street lights, 31 of which are to be used on <br /> the phase currently under construction. It is expected that 67 lights will be needed for the second <br /> phase of the Water Street work and to include some spare units for ongoing maintenance. It is <br /> proposed that 60 additional pedestrian lights be purchased for the second phase of the Water <br /> Street Streetscape project. <br /> Page I 1 <br />
