• Increase the City contract fee by $150,000 for a total contract fee of
$536,000
• Cost increase would be implemented in two phases with a $75,000
annualized increase starting effective 8/1/11 and an additional $75,000
annualized increase starting 5/1/12.
• Macon County will start annually contributing $95,000 towards the animal
control operations
• All parties retain same operational requirements as current contract
• Some minor language changes to reflect current practices
• Macon County states that increasing costs are the justification for the fee
increase
Although cost increases in the current fiscal environment are not desirable, the City is
only left with the alternatives of providing the services ourselves or finding a private
contractor to replace the services provided by Macon County. Either of those options
would take considerable time and planning to implement. The original and extended
contract expiration date does not allow enough time to adequately consider those
options.
POTENTIAL OBJECTIONS: Macon County plans to increase animal registration fees
for all of Macon County. Some pet owners may object to the fee increase.
INPUT FROM OTHER SOURCES: The attached agreement has been reviewed by the
City's legal counsel. The Macon County Board will consider the item at their October
13, 2011 meeting. The Macon County Finance Committee and the EEHW Committee
have both approved the contract.
STAFF REFERENCE: Questions regarding the agreement should be directed to City
Manager Ryan McCrady, at 424-2801 or rmccrady(a--)decaturil.gov ..
BUDGET/TIME IMPLICATIONS: This Agreement shall become effective as of August 1,
201 land shall continue in effect until July 31, 2012 or until sooner terminated by either
party. Agreement may be terminated by either party upon giving the other party Ninety
(90) days written notice of its intention and desire to terminate. Unless terminated at the
conclusion of a term, this agreement shall automatically renew for another successive
year. Funding of the increased cost may require a supplemental appropriation for the
current year. Funding in FY 2013 will need to be added for the budget and corresponding
appropriations ordinance.
Attachments
