DECATUR POLICE DEPARTMENT
MEMORANDUM
11-56
To: Michael T. McElroy, Mayor
Ryan P. McCrady,City Manager
From: Todd A. Walker, Chief of Police
Linda Hassinger, Lieutenant
Subject: Sungard Public Sector—Change order from CAD 400 to OSSI
SUMMARY RECOMMENDATION: The purpose of this memorandum is to request the expenditure of funds to
Sungard Public Safety Sector for changing from CAD400 to OSSI (aka"OneSolution"). In April 2011, council
approved the expenditure of funds to convert the Sungard Public Safety Sector CAD6 system currently in operation to
the Sungard Public Safety Sector CAD400 system. The training and support from Sungard Public Sector for the CAD6
system is not going to be supported after January 1, 2012, which necessitated a change. That change was started in
2009, however was never fully implemented. Subsequent negotiations with Sungard Public Safety Sector regarding
adding Automatic Vehicle Locator(AVL)to the product resulted in discussions about their OSSI product. The
discussions involving the OSSI product resulted in significant potential savings. When those saving were coupled with
credit for all expenses originally paid towards the CAD400 migration, conversion to the OSSI product with the AVL,
produced a savings to the City of Decatur.
The OSSI software product also has significant advantages over the CAD400 product, one of those advantages is less
expensive hardware. The AS400 server due to have been replaced for the CAD400 migration at a cost of approximately
$75,000, will not be necessary. Instead, the windows servers necessary for the OSSI product cost$50,268.62. Staff
recommends purchasing the servers from CDW-G. The servers are IBM products, which we currently have in
production. Also, the quality of IBM servers and hardware exceeds that of DELL servers and hardware. The necessary
operating system software and implementation service will cost$8,400.00. There is an additional piece of software
necessary to permit accident reports to be generated electronically, Microsoft Visio Standards Edition, which will cost
$5,600. Additionally GPS hardware for each vehicle, which would be necessary with either version of the SunGard
product,will cost$ 17, 990.00.
It would be the recommendation of staff that the Decatur Police Department pay the Sungard Public Sector OSSI
migration quote, the CDW-G hardware quote, for a total of$217,446.62 to be paid out of several funding sources: DUI
Fund, Drug Fund, Communications Funds, Management Information Systems, as well as a portion of the payment,
$24,688.60, will be reimbursed by other agencies for software permitting their use of the system.
BACKGROUND: The Decatur Police Department has used Sungard Public Sector software to operate the Emergency
Communications Center and the associated systems for over 10 years. The Sungard software operates the Computer
Aided Dispatch(CAD), CRIMES, and the official record of incidents, the Records Management System and the
message switch which controls information sent to the Mobile Data Computers for Decatur Police Department, Macon
County Sherriff's Department, Mt. Zion Police Department and Decatur Fire Department.
The Communications center currently uses the CAD 6 version of software. Sungard required an upgrade to the
CAD6 version software be implemented by January 1, 2012, at which time the CAD 6 version would have no longer be
supported. An upgrade to CAD400 was started in May 2009 by the then CAD System Coordinator, but was never fully
implemented. Subsequent negotiations with Sungard Public Safety Sector have resulted in credits and discounted
packages, making the newest version of software, OSSI/OneSolution, much more cost effective. Sungard Public
Safety Sector has also agreed to temporarily extend the support to the CAD6 software beyond the January 1, 2012
deadline, enabling our consideration of this change.
