BACKGROUND:
As part of the jurisdictional transfer of Business Route 51 between Cleveland Avenue and
Eldorado Street from the State to the City, the City received $2,245,000 to improve Main
Street and Franklin Street. Significant improvements are needed on these streets.
The City entered into an agreement with Chastain to perform the following tasks as part of the
design process:
1. Utility review, coordination and design within project limits.
2. Complete topographic surveys of the streets.
3. Prepare plans, specifications and project estimates.
4. Answer questions during the bidding process, review bids, and recommend the award
of the construction contract.
Amendment Request
The proposed improvements are to be paid with Motor Fuel Tax(MFT) funds which require
the Illinois Department of Transportation(IDOT)to review and approve all designs and
construction work. Two main design issues have created the need for additional funds for the
design services provided by Chastain.
1. In early 2011, IDOT began requiring all sidewalk ramps adjacent to an improvement
funded by MFT funds to be upgraded to meet Americans with Disabilities Act
guidelines. This requirement became part of the design effort that was not originally
anticipated.
2. Aortion of Main Street between Decatur and Cleveland needs to be totally
Y
reconstructed. IDOT determined that a road closure or expensive barrier placement
will be required. Chastain was asked to determine other pavement rehabilitation or

construction options and revise the project plans accordingly.
The proposed Amendment is for a cost not to exceed $29,657.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Illinois Department of Transportation and Homer L.
Chastain&Associates, LLP
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City
Engineer.
