McCrady, City Manager
Billy Tyus,Assistant City Manager
Richelle D. Irons, Director of Neighborhood Services
Vickie Buckingham,Neighborhood Programs Manager
SUBJECT: NWRAPS agreement
RECOMMENDATION:
Staff recommends approval of the attached resolution regarding the agreement for the Near Westside
Restoration and Preservation Society (NWRAPS). The resolution allows for an extension of time in the
NWRAPS Community Housing Development Agreement for the property located at 680 S. Haworth.
The resolution would provide up to an additional $10,000 for the rehabilitation of the property.
BACKGROUND:
In June 21, 2010, NWRAPS received approval for CHDO funding for the property located 680 S.
Haworth. Due to unforeseen code issues, additional funds are necessary for the completion of the vacant
single-family structure. The home will to be sold to a low-income household. NWRAPS has contributed
funds and secured financing through a local lender to renovate the property. NWRAPS recently became
aware that there were additional code-related issues that would need to be rectified, which will require
additional funding. In an effort to provide affordable and safe housing,NWRAPS has requested up to an
additional $10,000 to correct the remaining issues. Because of the additional work, NWRAPS has also
requested an extension of 90 days for the completion of the code items and additional time to sell the
property to a low-income household on or before June 21,2012.
POTENTIAL OBJECTIONS:
None known.
INPUT FROM OTHER SOURCES:
Neighborhood Outreach Staff, HOME regulations and guidelines.
STAFF REFERENCE:
If City Council members have questions, they may contact Richelle Irons at (217) 424-2864 or e-mail at
rirons@decaturil.gov
BUDGET/TIME IMPLICATIONS:
Up to$10,000 will be provided from the City's federal HOME funding allocation.
