Marley, P.E., Director of Public Works <br /> Keith D.Alexander, Director of Water Management <br /> SUBJECT: South Water Treatment Plant Access Manhole Installation, <br /> City Project 2011-07 <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends that the City Council approve the attached resolution awarding the contract for <br /> the South Water Treatment Plant (SWTP) Access Manhole Installation Project, City Project 2011- <br /> 07,to Entler Excavating Co., Inc., as the lowest bidder in the amount of$46,700, and that the <br /> Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTIONS: <br /> There have been no prior City Council actions on this project. <br /> BACKGROUND: <br /> Project Description <br /> The accuracy of the large water meter that measures the amount of water leaving the SWTP is <br /> critical to compare the total volume of water purified at the water plant vs. the total volume of <br /> water billed to customers. This comparison is also critical to assist in determining the amount of <br /> water lost through water main leakage, water theft, customer metering inaccuracies, unmetered <br /> water lines for fire suppression systems, unmetered fire hydrant use, etc. <br /> Due to the location of the water meter in the water plant, the only way to accurately test the meter <br /> is to install an access manhole over the 48"water transmission main downstream of the meter so <br /> that testing equipment can be temporarily inserted into the main on an annual basis. <br /> This project's work includes the installation of an 8 foot diameter manhole, pavement removal and <br /> replacement, and the installation of a tap in the exposed main. See the attached drawing for <br /> details. <br /> Water utility standards dictate that water plant meters be tested annually for water use, water loss <br /> and water revenue documentation and accountability. The access manhole will be used annually <br /> for such purposes. <br /> Page I 1 <br />
