DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2011-11
July 6, 2011
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management ,. l
SUBJECT: Technical Services Agreement with Strand Associates
SUMMARY RECOMMENDATION:
Council approve the attached resolution awarding a Technical Services Agreement to Strand
Associates, Inc. at no cost to the City.
BACKGROUND:
In 2009 Council approved a Technical Services Agreement with Strand Associates, Inc. (Strand),
who has provided the City with high quality engineering and other professional services at
reasonable rates for the past several years. Since it is anticipated that their services will continue
to be needed in the future, an updated Technical Services Agreement with Strand is proposed.
The City has a similar agreement with Black & Veatch Corporation. These agreements do not
bind the City to exclusive use of either firm for technical and professional services, nor do they
contain retainage fees. The agreements merely expedite the formal paperwork process to acquire
future services from these two reputable firms. They are especially useful during emergency
situations when time is of the essence.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
There are none.
cc: Brian Hackman, Strand Associates
Randy Miller, Water Services Manager
Don Giger, Water Production Operations Supervisor
Steve Leach, Water Production Maintenance Supervisor
