POLICE DEPARTMENT MEMORANDUM <br /> Memorandum#11-32 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Todd A. Walker, Chief of Police <br /> DATE: July 11, 2011 <br /> SUBJECT: Central Illinois Regional Commission for Law Enforcement (CIRCLE) <br /> SUMMARY RECOMMENDATION: The Decatur, Illinois Police Department has been an <br /> active member of CIRCLE and the local Mobile Training Unit #11 since its inception in 1976. <br /> The Agency Fee for this allotted training is based on a $60 rate for a total of 217 combined <br /> sworn, auxiliary, and civilian dispatch personnel. The Decatur Police Department has anticipated <br /> this annual expense in our budget and recommends council approval of the $13,020 expenditure. <br /> Understanding budget constraints, there was no fee increase to participating agencies and our <br /> expenditure for FY 2011/2012 is the same amount incurred during the 2010/2011 fiscal year. <br /> BACKGROUND: Central Illinois Regional Commission for Law Enforcement (CIRCLE) and <br /> the local Mobile Training Unit #11 (MTU 11) provides an important and valuable service to the <br /> Decatur Police Department, as well as other local/regional law enforcement agencies. Last year, <br /> MTU provided over 100 classes of instruction and education to our law enforcement personnel. <br /> The training provided covers a wide variety of topics ranging from firearms qualifications, use of <br /> force, civil liability, stress management and leadership instruction. MTU 11 provides top instruc- <br /> tors and up to date information on criminal law and search and seizure changes. MTU 11 works <br /> closely with the Decatur Police Department's Chief of Police and Professional Standards Unit to <br /> ensure that all officers remain current with State qualifications and compliance. <br /> ATTACHMENTS: Letter from MTU dated July 7, 2011 <br /> Agency Invoice/Fee FY 2012 <br /> POTENTIAL OBJECTION: None anticipated <br /> STAFF REFERENCE: Todd A.
