October 19, 2009 - Council approved Resolution 82009-203 awarding the contract for the <br /> 1,000,000 Gallon Composite Water Tank and Booster Pumping Station Project, City Project 06- <br /> 17, to Landmark Structures I, LP. as the lowest, responsible bidder in the amount of$2,588,000. <br /> March 15, 2010 - Council approved Resolution R2010-46 authorizing $77,640 in contingency <br /> for the construction of the 1,000,000 Gallon Composite Water Tank and Booster Pumping <br /> Station Project, City Project 06-17. <br /> BACKGROUND: <br /> A history of the water projects is attached as Appendix B. <br /> Engineering Services Amendment <br /> In July 2009, BGM was authorized by the City Council to provide the necessary project <br /> management and inspection services for the construction of the 1,000,000 Gallon Composite <br /> Water Tank and Booster Pumping Station. As the project comes to its conclusion, BGM is <br /> projecting that they will require an additional $12,000 to complete the project and finalize the I- <br /> EPA loan process. The following issues contributed to the need for additional funding: <br /> 1. The necessity of obtaining and paying for a County building permit was not anticipated <br /> during the preliminary project planning and design. As a result funds were not allocated <br /> to pay the $12,000 cost of the permit. The City asked BGM to pay the cost of the permit <br /> from their engineering contract because, at the time, it was believed there would be <br /> sufficient savings to offset the additional permit expense. However the savings did not <br /> occur as expected. <br /> 2. Additional BGM staff hours were used to track labor hours expended by the contractor. <br /> This work is not normally required and was not anticipated for this project. <br /> 3. The I-EPA was required by the Federal government to perform an audit of the American <br /> Recovery and Reinvestment Act funds used on the project. Preparation for the audit took <br /> an additional 40-48 hours of staff time. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City <br /> Engineer. Richard Marley will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: <br /> The requested amendment is for a fee not to exceed $12,000 which is added to the currently <br /> authorized fee of$150,000 for a total not to exceed fee of$162,000. This work will be proposed <br /> for inclusion with the I-EPA loan that is currently active for this project. <br /> Page 12 <br />
