r
COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#11-24
June 24, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisorg
SUBJECT: Bids for zero turn mower.
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Hogan Grain
Inc. to furnish one (1) 2011 Scag Cheetah SCZ61V-31FX zero turn mower.
BACKGROUND: This mower will be used by the Forestry Division for mowing City owned
property, not vacant lots with weed violations. The amount of mowing area has increased from
100 acres to over 500 acres in recent years and at the same time staffing has been reduced
making it necessary to improve productivity. The zero turn mowers are faster than walk behind
mowers, which will improve productivity. Riding mowers are believed to be safer than walk
behind equipment.
Instead of adding to their equipment with a zero turn mower, the Forestry Division will not be
replacing their tree spade. The tree spade has a replacement cost of$48,172 and will be sold at a
later date.
The Forestry Division has a trailer which can be used to transport the zero turn mower, so no
additional equipment will be needed for transporting the mower.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Forestry requested the mower and Fleet Maintenance
wrote the specifications. Both recommend approval of the bid.
STAFF REFERENCE: Richard Marley, Public Works Director, 424-2747. Randy Callison,
City Forester, 875-4820. Richard Marley will be at the council meeting to answer questions the
council may have about this purchase.
BUDGET: $8999 from the Equipment Replacement Fund.
