POLICE DEPARTMENT MEMORANDUM <br /> Memorandum #11-28 <br /> TO: Michael T. McElroy, Mayor <br /> Ryan P. McCrady, City Manager <br /> FROM: Todd A. Walker, Chief of Police <br /> SUBJECT: 2011 Justice Administration Grant(JAG) <br /> 2011-H3447-IL-DJ <br /> Memorandum of Understanding <br /> DATE: June 20, 2011 <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council of the <br /> application for the 2011 Justice Administration Grant (JAG) offered through the Bureau of Jus- <br /> tice Assistance (BJA). The JAG has replaced the Local Law Enforcement Block Grant <br /> (LLEBG)that has been in place and utilized by the Police Department since 1997. <br /> Background: This is a federal grant for municipal police departments and replaces the Local <br /> Law Enforcement Block Grant. This federal grant is administered by the Department of Justice, <br /> Bureau of Justice Assistance and passes through the Illinois Criminal Justice Information Au- <br /> thority. The level of funding for this grant is $67,170.00. However, the County of Macon has <br /> applied as a Disparate Jurisdiction to the State of Illinois, Office of the Attorney General and <br /> was granted disparate status. An agreement between Sheriff Schneider and Police Chief Todd <br /> Walker was reached and Macon County is receiving $16,792.50 or 25% of the JAG funds, redi- <br /> rected from City of Decatur funding. Macon County will apply and manage their grant funds. <br /> The remaining funds, $50,377.50, are designated for use by the Decatur Police Department. <br /> This grant does not require a cash match. Funding will be used to achieve two goals set forth in <br /> the grant application; 1) concentration of enforcement resources on criminal offenders that <br /> commit a disproportionate amount of crime in the city 2) the purchase of 200 X-26 Taser car- <br /> tridges. <br /> Reference: The current offering of grant funds through the BJA provides additional funds for <br /> continued overtime hireback patrols to enhance the efforts of community policing and crime <br /> prevention. The Department intends to use this grant (2011 JAG) to purchase 200 X-26 Taser <br /> cartridges. Additionally, we will use the remaining 2011 grant funding to provide overtime hi- <br /> reback for the Anti-Crime Team, bike patrols, and foot patrols for the purpose of crime suppres- <br /> sion and drug enforcement. <br /> Recommendation: It is the recommendation of the Decatur Police Department that the council <br /> review and approve the grant application and the program areas listed in the Background section <br />
