cpropanies and third party administrators. That process allowed solicitation of quotes from only
three or 4 companies for each broker and limited their ability to take advantage of changing
market conditions. This process selects a broker that will then have the ability to take
advantage of any changing market conditions and secure insurance quotations from any
national or international insurance firm, and claims administration services from the most
competent and competitive third party administrator.
The two proposals were judged on the completeness of the response, the experience servicing
municipal governments, breadth of services available, the cost of services, access to insurance
markets, and understanding the City's needs.
The two proposals were judged competitive in the responses to access to insurance markets,
experience with local government and risk consulting services. Mesirow has the distinct
advantage because their fee is $49,500 per year for the three year contract and if the City
selected the option of two (2) additional one (1) year terms their fee remains unchanged.
Gallagher's 1s` year fee is $67,500, the 2nd year fee is $69,200 and the 3rd year fee is $70,930
and no indication of the fees if the City selected the optional terms.
Once the recommendations from the broker are received for all of the services and reviewed,
staff will make a recommendation to Council to purchase the insurance, claims administration
and loss control services for insurance and services beginning October, 1, 2011.
POTENTIAL OBJECTIONS: None known.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: For questions or comments regarding this item, contact Risk Manager
Scott Clark at 424-2803 or Finance Director Ron Neufeld at 424-2702. Both will be present at
the City Council Meeting of July 5, 2011 to address any Council concerns.
BUDGETITIME IMPLICATIONS: Professional services are budgeted in the Self-insurance
fund for this purchase.
