y
• December 6, 2010—The City Council approved Resolution R2010-232 authorizing
Supplement ement #1 to the Agreement with URS Corporation for the preliminary design of the
PP ' p Y g
South Shores Bridge over the Sand Creek Arm of Lake Decatur. The supplement was to
complete the preliminary design to raise the bridge by approximately 3 feet. The
expenditure for the services provided in Supplement #1 was not to exceed $57,200 which
brought the total cost of the preliminary design agreement to $134,700.
BACKGROUND:
South Shores Bridge
The South Shores-Sand Creek Bridge was originally built in 1909. A new superstructure was
placed on the old abutments in 1965. The foundation and abutments are 100 years old and the
super-structure is 45 years old. Routine inspections carried out by City staff and various consulting
engineers since 2004 have determined that the outside beams of this bridge are deteriorating and
have moved with respect to the rest of the bridge. In August 2006,the Illinois Department of
Transportation(IDOT) directed the City to place a weight restriction on the bridge and to perform
follow-up inspections every 6 months to monitor the outside beams of the bridge. Since the
damaged beams are not in the wheel path, the bridge is safe for normal traffic; however, the 6
month inspections show that the bridge's deterioration is increasing. The bridge needs to be
replaced in the near term before stricter traffic restrictions are imposed.
$1.04 million in Federal Surface Transportation Program—Urban(STU) funding is currently
allocated to fund a portion of the bridge replacement cost. Current preliminary estimates place the
bridge and roadway replacement cost approaching $2 million and the cost to raise the Sanitary
District interceptor at $550,000. Additional STU funding is being requested and the District has
indicated a willingness to cover the interceptor costs.
A public meeting was held on June 29, 2011, at the South Shores Elementary School to present the
latest preliminary design which includes raising the bridge by approximately three feet.
Final Design
The proposed agreement with URS is to complete the final design for the new bridge. The work
includes:
1. Designing the structure including cofferdams to allow the construction of footings in the
lake.
2. Design the roadway approaches along the causeway to raise the road level to meet the
increased height of the bridge.
3. Prepare plan sheets and the project manual in accordance with Illinois Department of
Transportation standards.
4. Prepare documents to obtain additional right of way and easements for the construction.
5. Prepare designs to raise the sanitary sewer and address the sanitary sewer services of several
properties on the east side of the bridge that may require a small pump station to be installed
(a portion of this cost will be reimbursed by the Sanitary District of Decatur).
6. Answer questions during the bidding process. Bids will be advertised and let by IDOT
under agreement with the City. This agreement will come before the City Council in late
2011.
Page 12
