Project Bid Review The project plans and specifications were prepared by a design team which included Massie Massie and Associates, Phillip W. Cochran Consulting Engineer, and Architectural Expressions. The project was advertised on May 25, 2011, and bids were opened on June 9, 2011. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over(-Under) Otto Baum Company, Inc. $769,808.90 (-8.60%) Christy-Foltz, Inc. $812,211.05 (-3.57%) Mid-States General&Mechanical Contracting Corp. $957,395.00 12.96% Engineer's Estimate $842,251.60 -------- Otto Baum Company, Inc. provided the lowest, qualified bid. Otto Baum has completed several similar projects for the City and is a highly respected local contractor. Staff recommends that the City Council approve a contract with Otto Baum Company, Inc. to perform the first phase of the Water Street Streetscape project. Construction Engineering Change Order During the construction process questions invariably arise regarding various issues that are best addressed by the design engineer. In addition, City staff may not have the time or expertise to perform the inspection on some specialty items such as some electrical issues or landscaping. It is proposed that the design engineer, Phillip W. Cochran be retained to provide assistance in the construction process as needed. This work will include: • Answering contractor questions and providing detail approval including shop drawing review and material approvals. • Provide some surveying services as needed. • Respond to landscaping or electrical questions as needed.
