DECATUR POLICE DEPARTMENT <br /> MEMORANDUM <br /> 11-27 <br /> TO: Michael T. McElroy, Mayor June 06,2011 <br /> Ryan P. McCrady, City Manager <br /> FROM: Todd A. Walker, Chief of Police <br /> SUBJECT: The Youth Advocate Program Inc. <br /> SUMMARY RECOMMENDATION: The Decatur Police Department has provided financial support to the <br /> Youth Advocate Program (YAP) since 1989 and YAP is considered an essential professional service <br /> provider. The yearly request from YAP for $6,000.00 has been received by the Decatur Police <br /> Department. The Decatur Police Department has anticipated this yearly expense in our budget and <br /> recommends the request be approved by Council. <br /> BACKGROUND: The Youth Advocate Program is a Crisis Intervention Program that provides an <br /> invaluable service to the Decatur Police Department. YAP will respond to the Decatur Police Department <br /> on a 24 hour a day basis regarding youth who are runaways or considered "lock-outs' and in need of <br /> crisis intervention. YAP works with the Police Department and families to provide living arrangements <br /> for youth who are unable to return home. YAP provides services to families beyond the initial encounter <br /> by the Police Department working to resolve the issues requiring the intervention. In addition to the <br /> crisis intervention aspect, YAP manages 14 other programs within the community that provide a wide <br /> range of rehabilitative services to "at risk" children and their families in an effort to maintain the family <br /> unit when feasible. YAP's purpose is sustained in the belief that children best develop into productive <br /> adults in a permanent home, and that a family represents the child's most desirable permanent home <br /> environment. <br /> ATTACHMENTS: Letter(dated 6/1/2011)from Mr. Michael Warner <br /> Youth Advocate Program-information brochure <br /> POTENTIAL OBJECTIONS: None anticipated <br /> STAFF REFERENCE: Todd A.
