McCrady, City Manager <br /> RE: Intergovernmental Agreement— Park District— Lakefront Development <br /> The attached Intergovernmental Agreement (IGA) pertains to the development of <br /> Nelson Park and outlines the relationship between the City of Decatur and the Decatur <br /> Park District. This agreement is intended to be a commitment of both parties to work <br /> towards creating a lakefront with cultural, educational, and recreational facilities. <br /> You will probably notice that the agreement does not specifically discuss the cost <br /> sharing of the many expenses of the proposed development. The specific cost and <br /> revenue sharing arrangements will be determined as the development progresses. As <br /> the development is phased in, both bodies with adopt agreements that detail the <br /> financial and operational obligations of the parties for each phase and project. These <br /> specific agreements will become attachments to this overall governing IGA. <br /> Development of the Nelson Park lakefront is specifically listed as a priority in the <br /> Council Goals and Priorities document. I recommend approval of this agreement. <br />
