Chervinko, Deputy Chief of Police <br /> SUBJECT: In-Car Video Camera and Equipment Purchase <br /> SUMMARY RECOMMENDATION: The Police Department's recommendation is <br /> that Council approve the purchase of three (3) Panasonic digital in-car video <br /> camera systems, software and extended warranty from CDS Office Technologies <br /> for the amount of$16,020.00. The Toughbook Arbitrator system from Panasonic <br /> is the in-car video camera system currently in use by the Decatur Police <br /> Department. <br /> The Police Department proposes using $16,020.00 from the Department's DUI <br /> Fund FY 2011-2012 for the purchase of this equipment. <br /> BACKGROUND: <br /> The Police Department has previously purchased thirty-one (31) in car video <br /> camera systems using the Department's DUI and Drug Funds. The Patrol Division <br /> currently has access to 34 marked police vehicles. These additional three (3)video <br /> camera systems will be placed in street supervisor vehicles 857, 858, and 859• <br /> After this purchase; all 34 marked police vehicles will be properly equipped with in <br /> car video camera system. <br /> Several members of the Professional Standards Unit and Fleet Maintenance <br /> personnel are certified in the installation and minor repair of this equipment; <br /> there are no installation fees. <br /> The Arbitrator system works hand-in-hand with the Panasonic Toughbook <br /> computers currently being used in the marked patrol fleet. This system allows for <br /> automatic uploads of video which is far less time consuming for the patrol officers, <br /> patrol command officers, and the officers assigned to the Professional Standards <br /> Division. This automatic uploading of video keeps the officers on the street instead <br /> of at the LEC manually uploading video. The hardware and software for the <br /> storage and retrieval capabilities are large enough to add additional cameras <br /> without additional upgrades. <br />
