E., Director of Public Works <br /> SUBJECT: Agreement with IDOT for Storm Sewer Disconnection on Rt 51 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolutions authorizing the Mayor to sign <br /> and the City Clerk to attest to the following items related to the disconnection of storm sewers from a <br /> sanitary sewer: <br /> 1. A Resolution authorizing an agreement with the State of Illinois for the repairs to disconnect <br /> storm sewers from a sanitary sewer. <br /> 2. A Resolution authoring the Mayor to approve Change Order#2 to the contract with Barr& <br /> Robison Sewer& Excavating, Inc., extending the contract completion date to September 1, 2011 <br /> in order to construct the improvements authorized by the Agreement with IDOT. <br /> BACKGROUND: <br /> In March, 2011, the Sanitary District of Decatur(SDD)notified the City of Decatur that they discovered <br /> 2 inlets on northbound State Route 51,just south of the bridge over Lake Decatur, had been connected to <br /> a Sanitary District of Decatur manhole. <br /> Due to the amount of stormwater that can enter the sanitary sewer from these inlets and the City's efforts <br /> to remove inflow and infiltration from the sanitary sewers, it is prudent to remove the stormwater from <br /> the sanitary sewer as quickly as possible. <br /> On April 26, 2011, City Staff met with representatives from the Illinois Department of Transportation <br /> (IDOT) and SDD. The following options were suggested: <br /> 1. IDOT to include the disconnection as part of a future IDOT project, possibly in 2015. <br /> 2. IDOT to prepare plans and bid the work as a separate project, probably in 2012. <br /> 3. IDOT day labor to perform the work sometime in 2012. <br /> 4. City to use a contractor currently under contract to do the work and be reimbursed by IDOT. <br /> At the time of the meeting with IDOT, Barr& Robison held the contract for City Project 10-09, <br /> Miscellaneous Storm and Sanitary Sewer Improvements Project. An estimate to complete the work was <br /> prepared by Barr&Robison. IDOT reviewed the estimate and would like to proceed with this option. <br /> Page 11 <br />
