DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2011-09
May 4, 2011
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management KA
SUBJECT: Macon County Soil and Water Conservation District Agreement
SUMMARY RECOMMENDATION:
Council adopt the attached resolution authorizing an agreement for FY 2012 for Lake Decatur
Watershed Protection with the Macon County Soil and Water Conservation District (MCSWCD)
for $139,112. This is the same funding level as last fiscal year.
BACKGROUND:
Since 1988 the City has annually funded watershed protection efforts with the MCSWCD. The
attached agreement describes the services that the MCSWCD will provide to the City, including:
• Planning and conducting at least 12 watershed conservation public education programs.
• Planning, allocating and implementing watershed conservation cost share projects in the
amount of$25,000.
• Providing research, review and recommendations for watershed management related
topics and issues.
• Employing a full time Watershed Specialist, full time Watershed Technician and 1/3 of
the time for an Administrative Coordinator.
So that the City and MCSWCD can more accurately account for this funding, payment for this
year's agreement has been changed from 12 equal monthly payments to monthly invoicing not to
exceed $139,112 during the time period of the agreement.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, 424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
This expenditure is annually included in the Lake Services operating budget and is partially
reimbursed by the Archer Daniels Midland Company to the City.
cc: John Schneider, MCSWCD Board Chair
Marcus Ricci, MCSWCD Watershed Specialist
Randy Miller, Water Services Manager
Don Giger, Water Production Operations Supervisor
Randy Kampfe, ADM Co.
