Marley, P.E., Public Works Director
SUBJECT: Project Labor Agreement for the Downtown Streetscape Project and
Rehabilitation of Main & Franklin Streets from Cleveland to Wood Streets
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve a Project Labor Agreement (PLA) with the Decatur
Building & Construction Trades Council, AFL-CIO; Mid-Central Illinois Regional Council of
Carpenters; International Brotherhood of Teamsters and Chauffeurs Local#279 for the
Downtown Streetscape Project and the Rehabilitation of Main & Franklin Streets from Cleveland to
Wood Streets. The Resolution authorizes the Mayor to execute the Project Labor Agreement.
PRIOR COUNCIL ACTION:
The City Council has not previously taken action on a project labor agreement for Downtown
Streetscape Project and the Project to rehabilitate Main and Franklin Streets from Cleveland to Wood
Streets.
BACKGROUND:
The City's three recent large water projects were built by contractors with home offices some
distance from Decatur and Macon County. The three contractors brought in labor from other parts of
the Country and as a result Decatur and the Macon County area did not realize the full economic
benefit of the City's investments in water infrastructure. It is important to take steps to help assure
the greatest local benefit from the City's investments in the Downtown Streetscape project and the
project to rehabilitate Main and Franklin Streets. A Project Labor Agreement with the local building
and construction trades unions will help assure the greatest benefits to Decatur's economy by
requiring construction contractors to obtain construction labor from members of the Decatur Building
and Construction Trades Council and other signatories to the PLA.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: The Decatur Building and Construction Trades Council,
AFL-CIO.
STAFF REFERENCE: Richard G. Marley, Public Works Director and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
Page I 1
