STAFF REFERENCE: Richard Marley, Director of Public Works, Keith Alexander, Director of
Water Management and Matt Newell, City Engineer. Richard Marley and Keith Alexander will be in
attendance at the City Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact:
Funding for the engineering and construction work associated with the construction of the South
Elevated Water Storage Tank are being reimbursed by a loan through the Public Water Supply Loan
Program which is administered by the I-EPA. No payments are made to the engineers or contractors
until approved by the I-EPA and the funds have been received by the City.
There is not expected to be a significant change to the current overall funds proposed to be expended.
The contract with USC should be offset by a reduction in the coating inspection services that are
currently being performed by BGM. If the amounts do not offset each other, the City will request
that funding in the I-EPA loan be reallocated to cover the added cost.
Staffing Impact:
No change in City staffing will occur as part of the inspection changes.
This memorandum was prepared by Matt Newell, P.E., City Engineer.
Attach: 3
cc: Randy Miller, Water Services Manager
Steven Bainbridge, Bainbridge, Gee, Milanski & Associates
David L. Merithew, Utility Services Company, Inc.
Page 3
